The Whisperknives are one of the thieves' guilds based in Myratma, and after the events on the 12th and 13th of Eleint in 1375, are possibly the most powerful guild remaining in the city.
The Whisperknives trace their roots back to the early days of the Interregnum (the time period between the previous king's death and the end of the wars in Tethyr), when a group of halflings banded together to protect their community in the hills from larger folk who sought to take advantage of them. Over the years, they grew to include not just halflings, but gnomes and other races of smaller stature, in their ranks. It's rumored there are even goblins and kobolds among their ranks, although halflings are still a significant majority.
Somewhere along the way, the Whisperknives seem to have lost sight of their original mission of protection, and given in to hatred of the "big folk," first humans and then all larger races. Whether dwarves are considered one of the "big folk" races or some sort of neutral third category apparently varies from person to person, but they are almost never considered one of the smaller races that the Whisperknives embrace.
As their numbers and power grew, the Whisperknives migrated from their small town to the larger city of Myratma, where they entrenched themselves as one more side in an ever-expanding detente between several thieves' guilds. Eventually things erupted into all-out war between the rival factions, and the Whisperknives were right there fighting what they saw as the "big people" guilds.
The balance of power shifted when a group of adventurers assaulted the Eyes of Night, at the time the most powerful guild in the city. The Bone Claws and the Red Lotus were also dragged into the events, but the Whisperknives stayed out of it. The decision appears to have been a wise one, as they are the only guild to have emerged unscathed from the ordeal.
By all rights, the Whisperknives should now be the most powerful guild left in Myratma, but as of late Uktar of 1375, they have made no obvious move to grab for power in the criminal underworld. Whether this is due to the presence of King Haedrak III, who presently rules the city under something like martial law, or whether some other factor is involved is unknown.
